They did go to the moon. The space race wasn't a race to the moon - there was a secret agenda behind it. NASA and the Military in the United States wanted money to fund the design of a new long distance rocket (The Atlas Rocket).

A long distance rocket capable of striking anywhere on the planet - remotely controlled. They couldn't just say "Hey we need public money to blow people up". So they came up with the space race to pluck on our heart strings and make us cough up money happily.
